I would really love to know what percentage of recipients will have to use some, most or all of it to catch up on their heating bills from the past few months in order to avoid having their local utility cut them off now that winter is over.

What kind of chump would have the Gov. take money from you, give it back to you, then Tax you again for it later.
It's like the Gov. letting you borrow money on their credit card... I won't even borrow on my credit cards... Why would I use theirs?... and if T-bills go up... I'll be yet again paying a higher interest rate.... On money I didn't borrow..... How do I give it back?

I'M GOING TO PARTY LIKE IT'S 1999, BABY! Then I'm going to buy a new car. Then I'm going to add on to my house. Hell, maybe I'll buy a new house and give the one I have now to a poor family. Add in a few pairs of designer jeans, some bottles of fine liquor, and a new sofa made of Corinthian Leather. I'll be set for life from this. From now on, it's the gravy train. Wait till you get me going about the gas tax holiday.... Sweet, that I'll be borrowing money at interest to buy America Gas. I won't even be able to get that money, since I drive about 10 miles a week.(they don't let me out of the mental ward but once a week).
Also sweet that we reward these assholes who live 100 miles from where they work, And I get to borrow money to subsidise their gas.
Talk about interrupting markets, and natural selection.
Maybe I can convince my local gas station to sell me gas futures.... That is what we need Retail/at the pump gas futures.

Most of mine has already gone to liquidate the last remnants of my student loan debt. And the $50/month monthly savings will now get rolled over into my car payment and enable me to finish it off by 2/09.
Done!

Already spent most of mine on nice headphones and a headphone amp. Is that bad?
I was leaning towards this purchase anyway, the fact that its around what I will be getting in the mail just gave me an added boost. I don't need this money to afford this purchase.
The money for the amp is going directly to China. Check out the Little Dot MKIII tube amp to see why! The money for the cans is being split by a US internet retailer and AKG in Vienna (the 701s).

Check out the CEO paychecks (particularly those who have run their corporations into the ground by ignoring risk and focusing on personal reward) versus yours and then examine what Presidents make as soon as they leave office and tell me these greedy white boys don't know how to play the system. Follow the money to see how capitalist natural selection is working. The top of the food chain is getting very fat indeed.

Tattoos... more permanent than a temporary tax cut, temporary rebate check, temporary gas tax holiday. I'm thinking these white trash... er... a... simply, fun-loving souls may be on to something.
How about a Social Security tax cut? Why don't they talk about that? It's used to cover the current deficit anyway (Which doesn't matter) and really isn't going into a lock box. Businesses pay half so it's pro business, pro-small business even. You don't pay it if you make over 100K... oh... I see...

If it pisses you off that we have to subsidize the gas-chugging soccer moms living in their neatly manicured McMansions 50 miles out of town with the proposed gas tax holiday, how must it feel to a soldier in Iraq, doing much the same thing, except that the subsidy is paid w/ his or her own blood?
I'd say that represents, like much else of the last decade, a severe misallocation of resources.
